Benefit: Cutting Off the Hand of a Thief Is Barbaric and Counter-Productive to Social Reform?

From the correct belief of the Muslim is to disbelieve in the Ṭāghūt who invent new laws for mankind and reject the legislation of Allāh, subḥānahu wa taʿālá. In the following tawḥīd class, our brother, Abū al-ʿAbbās Mūsá Richardson, gave the example of the people who reject the legislated punishment for the theif as outlined in the Sharīʿah. In its place, the implement laws such as imprisonment of the thief. Their excuse for this: "Our laws will bring about rectification." Is this claim correct?
